It’s been 11 years since the D.C. Council approved a historic transfer of power. Lawmakers gave then-Mayor Adrian Fenty control over the state superintendent’s office and the troubled 55,000-student school system. Now, some members of the Council are trying to reverse course. But Mayor Muriel Bowser is against the idea, saying the Council shouldn’t “play musical chairs” with leadership.
